Tzu-Liang (Bill) Tseng is Associate Professor of industrial, manufacturing, and systems engineeringat University of Texas, El Paso. He received his M.S. degree in industrial engineering from the University of Wisconsin, Madison, in 1995 and Ph.D in industrial engineering from the University of Iowa, Iowa City, in 1999. Tseng delivered research results to many refereed journals, such as IEEE Transactions, IIE Transaction, International Journal of Production Research, Journal of Manufacturing Systems, International Journal of Management Science, OMEGA, and others (more than 100 refereed publications). He has been serving as a principle investigator of several research projects funded by NSF, NASA, DoEd, and KSEF. He is currently serving as an Editor of the Journal of Computer Standards & Interfaces.
